$699 is at the top end of the market for Matrix activation. The service-only market (where you already have or can source an ENET cable cheaply) ranges from roughly $150 to $400 depending on provider and vehicle.
The Europrice premium makes sense if you don't have the interface and want to keep it for future use — the VAS6154A interface is a valuable piece of kit for ongoing Audi maintenance and coding. It makes less sense if you just want the activation done once and don't need the hardware.
